Many dog owners know that their pet's breed is on the list of potentially dangerous. But not everyone understands why - their favorite is very well-mannered and, as they say, will not offend a fly. But owners should be aware that there are some walking restrictions for their dog that they must follow.
The reasons for the compilation of the Ministry of Internal Affairs of Russia list of hazardous breeds
In recent years, cases of harming human health by large dogs or representatives of fighting breeds have become more frequent. Among the victims are many young children. Moreover, the owners of the pets were not even aware of the aggressiveness of the pet. In order to continue to avoid such sad consequences, the Russian Ministry of Internal Affairs decided to create a list of dog breeds, whose owners will have to comply with certain restrictions.
It includes those dog breeds whose aggression is contained at the genetic level (for example, fighting breeds). Such a pet can be good-natured, but since it is genetically predisposed to aggressive behavior, in a certain situation it can behave antisocially.
Circle of potentially hazardous breeds in 2019
Federal Law of December 27, 2018 N 498-ФЗ contains the concept of a dangerous dog and the rules for owning them.
Earlier, the Ministry of Internal Affairs presented a list of 69 dog breeds. But in 2019, it fell sharply - to 13 positions. For example, hunting dogs were removed from it, which, although they are used for bullying and possess the corresponding instincts, have served the person for many centuries and are not aggressive.
Now the circle of hazardous rocks is as follows:
- Alapakhskii purebred bulldog (otto);
- American bandog;
- bulli kutta;
- Brazilian Bulldog;
- wolf-dog hybrids;
- gul dongs;
- pit bullmastiff;
- North Caucasian dogs;
- mestizos and hybrids of these breeds.
Even in this edition, the list caused a lot of controversy between dog owners and dog handlers. Particularly heated polemic is caused by the paragraph on mestizos and hybrids. The difference between them is not obvious, besides mongrels can also be mestizos of potentially dangerous breeds, but neither the owner nor those around will find any evidence of this. What to do in such cases is unclear.

But there are many supporters of such an initiative of the Ministry of Internal Affairs. These are people who want to feel protected in the presence of dogs of these breeds.
All dogs are predators and killers by nature. Features of the content of rocks from the list of the Ministry of Internal Affairs
The main restriction for owners of dogs from the list of the Ministry of Internal Affairs is associated with the walking of their pet. Without a muzzle and a leash, the walking of such dogs is prohibited, regardless of the place used for this purpose.
Dogs from the list of potentially dangerous breeds should be walked in the muzzle and on the leash.
Many owners accept this wording with hostility, arguing that they sometimes walk the pet in the woods, in a deserted place, but instead of having to let the dog run and stretch, drive it on a leash. This does not seem reasonable from their point of view.
Also, such a dog cannot remain alone in a public place even with a leash and a muzzle (be tied to a handrail at the entrance to the store or ride in an elevator). In the hostel or communal apartment, permission from the neighbors is required to have such a pet.
Walking without a leash and a muzzle of such dogs is possible only on a personal site, fenced on all sides (in the aviary). At the entrance to this site there should be a sign informing about the presence of such a dog.
The law is silent about the permission to walk without a muzzle on special sites, and there are not so many sites in our country.
The list of the Ministry of Internal Affairs is intended not to infringe on the rights of dog owners, but to protect people from certain breeds from possible aggression. At the same time, getting a dog from the list of potentially dangerous breeds, the owner will know that he has a special responsibility in raising his pet.
